The order never changes. First the free application review: you send whatever exists, we read every document against every other and return a written findings list. Second, if the file is clean, one line — submit it — and no quote at all. Third, if you want the plate carried, the quote: one fixed figure per package, in writing, in the same email as the findings or shortly after it. You choose the package; nothing is billed by the hour and nothing is added later.
What moves the quote
- How much of the file exists. A proposal and three half-drafts is more drawing than a finished packet with two drifts in it.
- How many sites, and how many letters. Each site letter is drafted for signature and matched to the application.
- The review path the design is actually on. A full-board file carries more documents and more dimensions than an exempt one.
- Whether the board has already written back. A returned file begins from the return letter, and the response has to fix the drawing everywhere the finding appears.
- The package. Determination & Plan stops at the written plan; The Complete File adds every document; Full Handover adds the submission and every reply until approval.
What never moves it
- Hourly billing — there is none. The quote is the fee.
- Add-ons after the fact — a revision response inside Full Handover is part of the package, not an extra.
- Urgency — we do not sell speed, and we do not quote durations or turnaround times, because the board's timing is the board's.
- The outcome — the board's decision is its own, and no fee of ours depends on it or guarantees it.

Questions about the fee, answered first
Why are there no prices on the site?
Because an honest price does not exist before the file is read. The free application review tells us how much of the file exists, how many sites and letters there are, which review path the design is on and whether the board has already written back; the quote follows in writing as a fixed fee. A number on a page would be a guess, and we would rather be held to a figure we meant.
Is the application review really free?
Yes. The free review returns a written findings list and a determination reading, and if the file is clean it returns one line — submit it — with no quote attached. It commits you to nothing; you can take the findings and draw the file yourself.
Is anything billed by the hour?
No. Each package is one fixed fee, quoted in writing before any work begins, and nothing is added afterwards. A revision response inside Full Handover is part of the package; so are amendments and continuing review.
Can I start with one package and move up later?
Yes. Determination & Plan can become The Complete File, and The Complete File can become Full Handover, at any point before the approval letter exists; the earlier package's work is the foundation of the later one and you are quoted the difference in writing. Many candidates start with the plan and hand over the rest once the board writes back.
If the board returns the file under Full Handover, is the reply included?
Yes. Full Handover carries every reply to the board — revision responses, amendments, continuing review — until the approval letter exists. A return is answered as part of the package, not billed as an extra.
What if the determination is that my project is not human-subjects research?
Then the plan says so, lays out what the university's current handbook or IRB portal asks you to file for that reading — often a determination request rather than a full application — and the quote for the remaining packages reflects the much smaller file. The board's own determination governs; ours is a reading of the design, made honestly, not a ruling.
